No, it isn't. Dataguard is the new marketing name for what was called Standby database in 8i. Dataguard is server to server communication, clients are not involved.
Currently there are two modes
a) physical standby. This simply ships archive logs to the standby database, the standby database is posted, and uses them for recovery. b) Logical standby: the archivelogs are transformed in actual inserts/updates/deletes at the remote side.

Note 1) This is transparent. Changes in the datamodel don't result in changes in your replication setup (which is inevitable with Oracle Replication, nowadays called Oracle Streams) Note 2) I don't think all Dataguard modes are available in the Standard Edition. IIRC, only the basic physical standby (described above) is available in Standard.

That is to be questioned. The backlog of a standby database could be smaller than the backlog of replication.
