Basic Oracle Network troubleshoting questions, including the obvious ones:

On server ...

Is the listener running? any listener log info?

On client ...

Have you installed the Oracle Networking client? Can you tnsping to any service?
Can you tnsping to the service?
Error messages from SQLPlus?
