The statement needs rephrasing..The information for a dynamic
performance view is gathered from the control file"  should be read as
The information for FEW dynamic performance views ARE gathered from the
control file". For example, the V$DATAFILE information is coming from
the controlfiles, DBA_DATA_FILES information comes from the FILE$.
