If you can't delete all of the data in the table with truncate, disable
all of the constraints on the table, delete the rows then re-anable the
constraints.  You can use enable novalidate if you can't stop users
from inserting new data.  I usually purge several times a day in small
batches as opposed to one huge batch when possible.
