Based upon your description I suspect that you are running C/S Forms and not webforms. Right?

Does this timeout impact ALL users?

I suspect that it could be a SQL*Net or PROFILE "timeout"? 1) If you have a network sniffer, use it. 2) Try enabling SQL*Net tracing at its most verbose settings.
