The way I read the "ten days per year" deal is, you could bring it up on average every 36 days to apply the archived redo logs (manually copied) to the dormant (not standby) database lying on the spare server, so you would never be more than 36 days behind...that is a lot of redo to apply (and store) in a real failure...
