I got it to connect to my 9i database


i think the documentation says it should even be able to connect to 8i
databases



essentially the "instant client" seems to be just a few .dll files to
put in the PATH:


sqora32.dll


sqoras32.dll


sqlresus.dll


ociw32.dll


oci.dll


oraociei10.dll



i needed to set my TNS_ADMIN variable too, and then it worked
