Not quite...

A release has a version number, which is 3 digits:

Oracle 8i, Release 1: Version 8.1.5
Oracle 8i, Release 2: Version 8.1.6
Oracle 8i, Release 3: Version 8.1.7

Oracle 9i, Release 1: Version 9.0.1
Oracle 9i, Release 2: Version 9.2.0
*) There has never been a version 9.1!

Then - you have patch levels. e.g. 8.1.7.4 (Major), or 8.1.7.4.1 (minor).
Patches come in patches, or patchsets, which *usually* are cumulative; that is patchset 8.1.7.4 can be installed over the baseline, being 8.1.7.0.0, and contains all previous patchsets. A patchset can also be installed over another patchset: 9.2.0.6 can be installed over the baseline (9.2.0.1) or over a patch version (e.g. 9.2.0.5).

Patches are one-off, need a certain patch level to be installed upon, and generally carry the warning "not to install, unless the problem applies"

Summary:
Version = A.B.C,
patchlevel= D.E
