Hello...novice at oracle...



817 on Win2k Server. Trying to use OMS. 
This site

says run oemctl start oms


but I get 'oemctl' is not recognized.

says I should see OMS as a service, but I do not.



Missing something obvious I'm sure. Any suggestions?
