ODBC error on XP

I am trying to add my oracle 9i database to the Microsoft ODBC Ssytem 
DSN.


I get this error message ;



"The setup routines for the Oracle in the Oracle 9i ODBC driver could 

not be loaded due to error code 998."



"Could not load the setup or translator library"
