Maybe I misunderstood. Are you able to login to Windows but not to
Oracle (I assumed you couldn't login to Windows)? If that's the case,
then yes, reinstalling Oracle is probably your best bet. Make sure you
follow the steps in the "completely removing/uninstalling Oracle for
Windows" docs (you'll have to google it if you don't have it already).
You probably know this already, but there's no auto "uninstall" built
in to the Oracle Installer (I really wish they would migrate to Windows
installer for Win32/64, but I doubt that'll ever happen).
