Yes, again make sure you add the user to ORA_DBA and Administrators. You can manually assign "Log On as a Service" to the local user by Start, Run, secpol.msc, Security Settings, Local Policies, User Rights Assignments, Log on as a service, but if you have the user added to the groups that I mentioned, it should automatically assign the "service log on" right when you assign the user to the Oracle service (again, via the process mentioned above).
