I'm thinking that Valentin was perhaps talking about leaving the system tablespace intact, and transporting the other tablespaces to the dev database. If you have 50 tablespaces, then this can be a bit unwieldy, but if it's a smaller database with just the usual Users, Tools, Whatever_Data, Whatever_Index tablespaces, then it's actually not a bad idea.
