Reman Recovery Question

Quick question here,



I've read all over that if you lose all members of an online redo log
group, you need to perform incomplete recovery.



Why incomplete recovery?  Can you not just shut down the instance,
recreate new online logs, and then re-open the database?  What am I
missing that you need to recover the database in this case??



Something with the SCN maybe???
