For a system this size, I'm wondering why you need Oracle in the first place - it is overkill (and costo mucho). Take a look at Firebird or PostgreSQL for your db needs.

Take a look at a system callled Compiere - which is Open Source and may correspond to your needs.
There are many many CRM/ERP solutions commercially available out there - unless your needs are really strange, I would start by looking at what's commercially available and how customisable it is.
Your question is the equivalent of "how long is a piece of string?".
