It's just a database that stores all the information needs about objects the enterprise manager manages. Things like host names, db names, agents, jobs, monitored events, etc. It doesn't really host any databases. The OEM manual is probably a good place to start looking for more info.

In a nutshell, the agents on many machines communicate with the repository and report back the status of monitored events and jobs. The OEM console also communicates with it and displays to the user those statuses.
