Is your Oracle environment correct ? Are you starting up using the correct init.ora file ? Because I do believe it has something to do with the init.ora file.

This is from Google :

"The "Value not allowed" message indicates a mandatory parameter was not set."

Did you by accident remove something from the init.ora file or put something in comment ?
