sql*plus NLS Initialization error (No. 4)

I have set up Instant Client according to the manual on WinXP. I want
to start spl*plus and I keep getting an "Error 4 initializing SQL*PLUS
NLS initialization error". Does Anyone know what error 4 is and how I
can adjust my settings to solve this? Any help appreciated. Don.
