The release notes and the Oracle Globalization Manual both state which Oracle 8i characterset was superseded by AL32UTF8. Also your problem is in the *NCHAR* characterset. I'm not sure NLS_LANG has any influence on the NCHAR characterset. This would also be adressed in the manual I mentioned.
