From doc on v$session, about row_wait_* columns: http://download-west.oracle.com/docs/cd/B10501_01/server.920/a96536/ch3171.htm#1122127 <quote>
...This column is valid only if the session is currently waiting for another transaction to commit...

So if session is not waiting, these columns are meaningless.
