The technique is very common. I too have seen similar grids, on of my favorites with content specific to the mastery of weapons, but could also be Oracle Databases - "Unconsciously Incompetent", "Unconsciously Competent", "Consciously Incompetent", and "Consciously Competent".

As a generic form used to display a set of transition states with a desired outcome, I don't think it would be possible for any one person to claim any IPR.
