Yes.

You are missing the concept of Enterprise Manager. It is an admin and management tool first, and only secondly a 'table editing tool'

You are also missing Oracle's intent to leave the desktop world behind.

There are other fine utilities out there, including SQLPlus, that allow you to access table data. With 10g, you might also want to investigate HTMLDB for Access-ish interaction through a browser.
