Neither Oracle or IBM provides the quality of support that they used to many years ago. Oracle has outsourced very aggressively to a country in the far east.

Sometimes it is a challenge just understanding the words that the people in Oracle support are attempting to use.

Unfortunately the quality of support that you get from IBM varies widely also.

As you get more experienced the level of support that you need usually goes down drastically, fortunately.

I think the best advice is to not go primarily for the level of support, make the decision based on what database environment makes the most sense for the application. SAP for example can run well on either oracle or db2 ... with knowledgeable people involved.
