These are part of the J2EE (OC4J) base spec and are not restricted to the Oracle environment.

Suggest you trot over to http://theserverside.com, look under the 'Articles' selection at the top, scroll down to the "Mastering EJB" selection on the right side bar, download the PDF, and hunker down for a good read.

Bottom line, the INF directories are default, and defined by the app builder.
