The basic audit command in any version of Oracle would just create an audit record of the DDL operation taking place and who did it. It does not provide any change delta on the ojbect itself, but having a record of when objects were modified is generally the first step in auditing. There should be an associated paper trail for the work being done.

What we do is generate the source for an object after every change and store the source in a souce code management system (sccs). By comparing the current and previous versions you can see the changes.
