I think that it probably does work that way in 9i as well, but as Sybrand said, switching to RBO (rather than CBO) is taking quite a step backwards. Oracle hasn't developed anything in the way of RBO for years, and in 10G they "strongly" recommend that you use CBO over RBO (I think they may even be dropping support for RBO).
