For the Grid Control, you need a database with a 10g repository, the grid control IAS installed and configured, and, the em agent running on each server you want to monitor &
databases to connect to. Note, when starting the Grid Control iAS site, 'opmnctl startall' it does not start the emagent, you need execute 'emagent start agent'. Also, Grid Control auto discovers the server unlike previous versions, however, I found that I had to update REPOSITORY_URL entry in the following file when you install agent:

$ORACLE_HOME/sysman/config/emd.properties

Once you update it and bounce the emagent, Grid Control should start talking to the agent and perform it's discovery. Note, this should be in the manuals and metalinks.
