OIA needs
listener.ora
tnsnames.ora
oratab

OIA writes

$ORACLE_HOME/network/admin/snmp_ro.ora
$ORACLE_HOME/network/admin/snmp_rw.ora
$ORACLE_HOME/network/agent/services.ora

various .q files in $ORACLE_HOME/network/agent

Everything is of course documented.
You are notorious here always asking straight away, and never doing your own research. Please change this behavior.
