Well your environment matters, because it helps people to decide if they can assist or not!

Since you're on Windows cluster, the following might help you to narrow in on the cause:

• in Clusteradmin or failsafe take the database resource offline. Only the resource, not the complete group!
• on the node where the disks for oracle reside, open Controlpanel/Administrative Tools and start the OracleService<SID>
• open a command line and type: c:\ set ORACLE_SID=<SID> c:\ sqlplus "/ as sysdba"

you should now be connected to an idle instance.

• on the sqlplus prompt enter 'startup' (without the quotes)

Maybe you get a better explanation this time. Check for any pmon trace files in your background_dump_dest.
