What you are showing 'looks' good, but the error suggest that there is
a disconnect with one of the components ...
Are there multiple Oracle homes, or listeners on the PC ?
Can you see the listener service(s) as started ?
If you open a DOS/CMD window, cd over to the {oracle_home}\bin
directory, and (where your tnsping properly resolved devtest)
i)sqlplus SYSTEM/passw..._at_DEVTEST


or try


i) set ORACLE_SID=devtest


ii)sqlplus SYSTEM/passw...
