It's probably because these __% parameters are really changed by Oracle on shutdown, that their values would persist across restart and v$parameter view shows all parameters which don't begin with underscore OR have non-default values (x$ksppcv.ksppstdf = false).

By the way, for checking instance level parameters, v$system_parameter or v$system_parameter2 should be used.
