sqlnet.log typically logs any error occurring at the server side. Rather than just throwing away the file, you should open it and investigate the errors and address them. I can not imagine the file still being open when all services have been shut down.
Could it be you are running the desupported Oracle 8 on a Wintel O/S for which Oracle 8 was never certified?
