Rick,
it might be worth changing your RAID controller. I have seen a HP/Compaq RAID controller being outperformed by a RLL (remember these?!?) controller). It was an entry line configuration, though (although not for entry line costs ... :( )

The very next step model RAID controller performed as expected.

Fail to see why ATA would influence (SCSI) RAID performance
