Are there any accompanying messages in the alert log? Something that might give more clue.
Does this error happen at startup time ... or is it intermittent?
Is this a replication related error (i.e. is this db *using* replication)? If not then do you know which app/feature might be throwing this error?
Is there is public db link of the same name created without a password?
Maybe there is another db link in another schema which has the wrong info?
