Cannot Log Onto OEM With SYSTEM: Need "SELECT ANY DICTIONARY"

Hello,

I can view and change a 10g Win2003 database on OEM logging in as SYS/<pwd> as SYSDBA. However, when I try to login as 'System', OEM displays a message indicating: 'The application requires you have been granted the SELECT ANY DICTIONARY privilege. Contact your DBA to grant you this privilege'.

The message persists despite the fact that SYSTEM has been granted that privilege (Verified in OEM and by checking DBA_SYS_PRIVS).

SYSTEM has also been granted the DBA role, which contains 'SELECT ANY DICTIONARY'. I want to avoid granting SYSDBA to SYSTEM.

I do not intend to set 'O7_DICTIONARY_ACCESSIBILITY' to TRUE on a permanent basis, but I tried changing it, and this problem persisted.

I checked metalink and a few people reported this problem (Or something similar) without receiving a solution.

Any ideas would be greatly appreciated.
