Judging by the number of hits on the search term 'TIME ZONE' in the 8i documentation at http://tahiti.oracle.com, compared with the number of hits for the same search term in the 9i documentation at the same site, there's not a lot the database itself can do for you.

But I haven't really used 8i in anger for a long time, so I honestly don't know.
