you need to connect via a dedicated server connection for sysdba activities.

install OpenSSHd as part of the Cygwin distribution and connect to the host so that you can obtain a local, dedicated server connection, thus completely bypassing both the listener and dispatcher.

the most simple method would be for you to specifically request a dedicated server connection in your tnsnames.ora for that connect descriptor.
