The paper uses White Box Linux, which is practically the same thing as RHEL3. You will see that there are "some problems" but that they are entirely fixable, provided you have access to Metalink.

If that is a problem for you, I suggest you up your Oracle version to 10g rather than down your O/S version to 2.1! It's the more "future-proofed" approach.

Incidentally, I read here just recently that the pre-patched 9.2.0.4 is now available for download from Oracle.... that may change the advice shown in that article. I haven't had a chance to look at that yet. I suspect it will mean having to obtain the other patches, but not needing to apply the last one.
