Why getting message "Oracle Data Guard is not available in this edition of Oracle"

I'm running 10g Standard Edition, which doesn't include Data Guard. 
Yet every time I start my database, I get the message



Oracle Data Guard is not available in this edition of Oracle.



in the alert log.  Why would I be getting this message?
