Of course not. I still run a virtual Windows ME machine, just to remind myself how bloody awful Windows was about four years ago, and how far it improved in quite a short time. Historical curiosity is valid enough reason to be running 8.1.7.

If your vendor only supports 8.1.7, that is also justification enough.

If your curriculum vitae needs nothing remotely modern on it, and you don't mind being considered out of date skill-wise, then 8.1.7 is perfectly adequate.

If your company is running out of cash, and can't stump up a budget for upgrading 2001-vintage hardware or software licenses, that is also perfectly good reason to keep running 8.1.7.

That the rest of the world is moving onto pastures greener, lusher, more nutritious and plumper, and more fun, is neither here nor there, and you shouldn't feel compelled to join the herd.

Is the out of support notice correct? Yes. Should you consider it a horror? That depends entirely on you. See the above.
