Hi Van

AFAIK is the current situation. In fact the Java Console without packs has been release only to support some features that are not (yet) included in the Database/Grid Control. Under the Administration tab you can read "Use the Enterprise Manager 10g Java Console to manage Streams, Advanced Replication, Advanced Queues, XML Database, Spatial and Workspace."
