Depending on your OS : Unix / Windows.

On Windows You will have no choice to install once Oracle and create 2 database.

But on Unix it depends of your need.

Personnaly, I prefer use 2 Oracle user, install twice Oracle, have 2 listeners, ...

But if it is only development instance, I generally don't care.
