Under default installation, the oracle services will generally be started automatically by Windows, as seen in the control panel/admin services. No additional script is usually required in Windows.

(In *nix the dbstart and dbshut scripts are available and are frequently added to the unix system startup/shutdown capabilities such as the /etc/rc.d directory in Linux and others.)

If the services are up and running, look in the event log provided by the OS and the alert.log provided by Oracle. Try bouncing both the listener and the database instance (in that order).
