Thanks for all your answers.
I came out with the following.

There is no way to do it in a clean way if I don't have an Oracle Names server in wich all Oracle Databases are recorded.

One "dirty" workaround is to write a program wich would for a range of IP address, scan the network and try connecting to the listener at the default port.
