You want to create databases using jdbc? Do you know what a database is in Oracle? Do you know what the ramifications of creating an instance are? I guess you really need to read the Oracle Concepts Manual, starting on page 1.
What you propose can't be done, and shouldn't be possible to do Oracle != sqlserver != Access
