With all due respect ... would you consider spending some [more] time in the documentation? SOme of the fundementals are missing if you need to ask these questions, and it might be faster to read them rather than provide same through discussion.

I recommend looking at the Networking manual, at docs.oracle.com and drilling into the database version. In Oracle9i it's called the Net Services Administrator's Guide.
