Startup nomunt fails

We are doing a proof of concept for RAC on IBM AIX enviroment on raw devices. The details of the environment are as follows :

OS : AIX 5.2 ( 2 node cluster)
HACMP Version : 5.1.0.4
Oracle Version : 9.2.0.4

SQL*Plus: Release 9.2.0.4.0 - Production on Wed Sep 1 15:56:28 2004 Copyright (c) 1982, 2002, Oracle Corporation. All rights reserved. Connected to an idle instance.
SQL> startup nomount
ORA-27504: IPC error creating OSD context

Can you offer some insight into this problem ?
