  1. Limit imposed by filesystem/Veritas. That stuff is OS dependant - you ask the OS/filesystem/cfs vendor.
  2. Limit imposed by Oracle. Those values are provided in Appendix A of the "Reference" manual found at http://docs.oracle.com The Installation guide, specifically the pre-install checklist chapter, discusses the settings in more detail for OSs.
