i would go ahead and use wscript or whatever they call it for any production stuff rather than install cygwin -- i would guess convenience, or the ability to run some maintenance scripts, is more likely
also, having ls with its various options, tail, find, etc, with command piping makes life a lot easier for maint stuff, if you're used to the unix commands
