As Michel has stated 8.0.6 is not supported on any current Windows platform. And your reference to 8.1.6 equally problematic as it too is not certified for any current Windows platform.

What troubles me most is your assumption that your application wouldn't work just fine under 9i or 10g. My first instinct would be to install it on 9.0.1 or 9.2.0.5 and find out. Most likely your worst case scenario would be setting the compatibility parameter in the init.ora.
